Officer Matt Vogel is a police officer who arrested the New York four at Latham County, Massachusetts for breaking the Good Samaritan law as seen in "The Finale, Part 1" where they didn't bother to help Howie as he was being robbed.
In "The Finale, Part 2," Officer Matt Vogel was the first to testify against the four where he told District Attorney Hoyt about how he arrested them and even showed the court Kramer's video of the incident.
