Franklin Delano Romanowski (usually called FDR) is a minor character in Seinfeld. He is portrayed by Michael McShane.
Story[]
One of Kramer's many, many friends, FDR first appears in "The Betrayal", when Kramer receives the look of the evil eye from him before he made a birthday wish. Later he reveals to Kramer that he wished for his friend to drop dead for unknown reasons, leading to the two engaging in a battle royale of wishes, Kramer trying to cancel the drop-dead wish and FDR trying to maintain it, with the methods of wishing ranging from a shooting star to plucking out eyebrows to hijacking Newman's own birthday wish (and Kramer having to forfeit several future birthday wishes in exchange).
In the end, FDR is convinced to relinquish his wish for Kramer to drop dead, but only if Kramer will willingly receive a snowball to the head; for extra punishment, he ends up sneaking a rock inside it. Due to the episode moving in reverse chronological order, starting from the present and going back in time in increments, the viewer discovers at the end of the episode that during wintertime two years prior, Kramer pelted FDR with a snowball himself, leading to his wish-driven vendetta against Kramer.
He later appears as a cameo in "The Wizard", still working as a hot dog vendor, talking to George.
